Erm...I don't know how else to explain what video layer is :\ You put te video on timeline, and layer creates automatically. Same wit audio. Or you just can rigt-click on te left side of te timeline and click "create a new video\audio layer" and just see what happens.
I really don't know what's written in those manuals, because I never thought tey're any useful. I prefer learn the program by myself, or by the tutorials, because everything is more clearer there.
